The De Pere / Rockland staging facility supported the capping and sand covering operations from Little Rapids to the De Pere Dam during the first three years of the project. The staging site was also used for welding and installation of the pipeline in the river. 

Sand, gravel and stone was piped from the staging area to spreading barges on the river during the capping and sand sovering operations.  

Staging operations will also take place at the Green Bay Processing Facility and other potential locations where capping materials will be stockpiled and piped to the spreader barge as the project moves downstream.
